Overview
A corrupt Harbor Guard has been shaking down newly arrived refugees, threatening that he would not allow them into Stormreach until they paid him an outrageous "toll".

Bestowal conditions
- This quest is only available to characters up to level 4. Level 5+ characters will receive no dialogue for the quest.
- Simply talk to the Harbor Guard standing where the pier takes a turn.
- The quest is only actually bestowed when you successfully use one of the dialog options.

A corrupt Harbor Guard has been shaking down newly arrived refugees, threatening that he would not allow them into Stormreach until they paid him an outrageous "toll".
You "convinced" the corrupt Harbor Guard to forgo his bribe, helping the desperate refugees restart their lives in Stormreach.

Tips and Misc
- You have four dialogue options to convince the Harbor Guard to let the refugees into Stormreach:
- (Bluff Check DC= ♦11Normal) "I hear one of the refugees is a spy, working for the Coin Lords. Will they be angry at whoever held him up?"
- (Diplomacy Check DC= ♦12Normal) "These people have no money. But if you let them cross they will owe you a favor!"
- (Haggle Check DC= ♦5Normal plus 1 Copper Piece) "A platinum! These refugees don't have a single copper to their name! As for me, I have a copper right here. What do you say - a platinum no-one has, or a copper from me right now?"
- (Intimidate Check DC= ♦10Normal) "Listen you weasel. Let these people through before I shove that mace of yours down your throat!"
- Although the text says they are skill checks, no d20 roll is involved, it is a straight total skill modifier vs DC comparison.
- At the same time as the quest is bestowed, you will receive the XP and be offered a reward. Bug: If you do not take the reward, you will not be able to claim it later and you will not be able to complete the quest. The quest cannot be abandoned.
- Bug: The Quest Journal (before you complete) gives the contact for the quest as Mari Mosshand, an NPC that was removed in Update 19.
