Under this condition, creatures suffer a 50% penalty to movement speed, a 30% penalty to attack speed, a -10 penalty to Jump, and a -1 penalty to Attack rolls, Armor Class, and Reflex saves.
Effects which inflict this condition:
- Slow - the spell itself
- Gust of Wind - Currently bugged and causes a 9-second no-save version of the slow spell on medium targets.
- Medusa Stone Gaze - for three seconds, if not blocked you're then petrified.
- Spell Wards
