If you're looking to achieve both Racial Completionist and Completionist, I'd (subjectively) suggest that you try to get the latter first. To achieve Completionist, you "only" need to reincarnate 14 times, once for each class, for a total of 280 Token of the Twelve. Even getting 20 can be a massive pain, let alone an eventual 280.

However, to get Racial Completionist, you'd need to reincarnate 36 times, 3 times for each race, for a total of 720 Token of the Twelve, two and a half times as many as that required for Completionist. Obviously, you get the benefits of the "+2 to Wis, Dex, Con, Int, +3 Cha and +1 to Str, bonus of 12 Racial AP, as well as the +1 bonuses to the certain skills" from all the individual Racial Past Lives, but still...that's a lot of Tokens.

It is, indeed, highly "subjective". While the above is undeniably correct re the relative differences in attaining the two long-term end-goals, Completionist vs. Racial Completionist, the short-term gains, i.e. +1 Ability point after 2 reincarnations and +1 Racial AP after every 3, might outweigh the arguable advantages of the overall shorter effort - depending on what the individual player holds important. More, while Completionist is "quicker", it requires a Feat Slot, while Racial Completionist is applied automatically and without need to "slot" that feat. This debate has spawned long threads in the Forums - and it won't be settled here, and couldn't be. Leave it that "ymmv", and good luck in each person's subjective decision.
