Damned if I know how to write it all up into a fancy table and do the linkage correctly but..
Tier 2 1 Item, 1 binding(Elemental shard), AND (1 Fortified, 1 Durable, Martial Cell) OR (1 Mercurial, 1 Volatile, Mystical Cell)
Tier 3: 1 Item, 1 binding(Elemental shard) AND (2 Fortified, 1 Martial Cell) OR (2 Mercurial , 1 Mystical Cell), AND 5 Epic Dungeon Tokens
