Reaver's Refuge
From DDO wiki
This area is accessible from north end of The Marketplace (through Captain Agamon atop the spire). It has numerous NPCs, a tavern, a mailbox, a banker and an auctioneer. You have to be at least level 13 to enter this area.
If the ship captain does not allow you on the ship, talk to Aurben in the marketplace to get added to his ship's roster.
