To clarify: When you open a chest, an Elixir of Discovery makes it more likely (by the % listed on the Elixir's tooltip) that you get something from that chest's Named Item List. Most unique things that can drop from chests are part of that chest's Named Items List, with a few rare exceptions (such as ingredients that drop 100% of the time, etc).

The Cursed Blade of Jack Jibbers is part of the Named Item List for the chest it drops from. Having an Elixir of Discovery running does increase your chance of pulling it, because you're more likely to pull something from that chest's Named Item List on opening the chest when you have an Elixir of Discovery running.

Elixirs of Discovery do not adjust odds of any given item within the Named Item List. There are a few other items in that chest's Named Item List, and those are more likely to appear when pulling from the Named Item List than the Cursed Blade of Jack Jibbers.

There is nothing unique about the way the Cursed Blade of Jack Jibbers is dropped other than its lower-than-average drop rate.
