You can use Siberys Dragonshards, along with some platinum, for feat swapping, with Fred the Mindflayer. Certain types of Dragonshards are used for certain level characters.

[edit] Cannith Crafting
Siberys Dragonshard Fragments are also used in Cannith Crafting along with various Crafting Essences to create Shards that can be imbued into various pieces of equipment to add enchantments to them. A Shard requires either Siberys Dragonshard Fragments or Khyber Dragonshard Fragments depending on the recipe. List of Shards and the materials needed.
