Just did this encounter, dispatched the 'werewolf', and there was no subsequent werewolf attack. Dialogue was instead:
Lieutenant at Arms: Casualties are a necessity of war.
Lieutenant at Arms: It is better to be overly aggressive with collateral damage than to have an abudance of caution while the Lycanthrope spreads.
Commoner's answers had been "Out gathering wood", "zealots were murder us both", and "butchers animals", if that's indicative of the commoner not being a werewolf.
