Theres 2 versions, a Update quite a long time ago when they moved it to end chest/Guardian chest and made it bind, but somehow they screwed it up (typical dev motto, "Fix 3 things, break 10 more, and god help us when we add new content") and left unbound versions in the loot tables for that side quest/quest in a quest. Bound versions are extremely common compared to the old versions.
