There is a rally being held to protest the disappearance of Warforged.
The Half-Orc Agnor is instructing his goons to capture all the warforged who are attending this rally.
There are notes through the quest Safety in Numbers written by Agnor to his goons called 'Keepers'.
- Keepers, Complete obedience is required. None will break the chain of command. You report to me, I report to our employers - and they must answer to others themselves. You have no idea how high this goes. Agnor
- Keepers, Bring the captured Warforged to the extraction point. Taugh will process them there. It's not far from the rally, so it should go quickly. Remember, no one will be paid until the captives have been delivered. Agnor
