Grants elven wizards a 20 point increase to spell points and +1 Spell Penetration. This enhancement requires at least one level of wizard.
This also allows Arcane Archer enhancements if the character also has all of the following: Point Blank Shot, Weapon Focus: Ranged, +6 Base Attack Bonus.
