I tried to respond on the forums but got an error message of: "Coyopa has exceeded their stored private messages quota and cannot accept further messages until they clear some space." — So, I'll respond here since none of it is sensitive.

What is weird about editing my talk page? To create a new section just click on the "New section" or "+" link next to edit (like any other talk page). Type in the topic in the one-line bar and the content of what you want to say about it in the big box and make sure you append ~~~~ to the end to sign your comment with a timestamp.
Which option do you want to vote for? You can either hit the edit link at the top of the page and vote in the section you want or you can click the edit link for the section and vote there. As far as "how to vote" goes, there is a comment instruction in the edit page where you just copy/paste some text and type in your optional comment. Really easy.
