Does it stack with Displacement?
No it overlaps it, blur will still be there underneath but as long as displacement is active it will use the 50% miss chance from that. Things that will give you a bigger miss chance will be shroud of the wraith and shadow fade, both grant you 25% incorporeality. Miss chance with one of these and blur would be 43% (including nat 1's), with displacement approx. 65% (including nat 1's).
