If you try to talk to him while at level 8 or lower, he will reply:

• Phinnian Barkbow: I have nothing for inexperienced adventurers such as yourself.

If you are at level 9 or higher, however, he will reply:

• Phinnian Barkbow: The Coin Lords reward those who assist in the fight against the Xorians. If you assist Guard Branson with the Xorian incursion, and return with 25 Outsider Tokens as proof, then you shall be greatly rewarded.
  • You: Very well, I'll go speak with Guard Branson and help. (Bestow quest)
  • You: What Xorian incursion are you talking about?
    • Phinnian Barkbow: Moments ago, portals from Xoriat opened in the sewers beneath us. And from the portals, Beholders and Flesh Renders emerged.
      The City Guard evacuated immediately. We're simply not equipped to handle a Xorian Outsider invasion!
      We're seeking The Twelve for assistance, but those lofty mages need requests in triplicate before dirtying their precious robes in sewer muck.
      • You: Very well, I'll go speak with Guard Branson and help. (Bestow quest)

Talking to him after acquiring the quest, but with insufficient tokens at hand, will make he say:

• Phinnian Barkbow: Defeat the Xorians in the sewers, <class>, and then return to me with 25 Outsider Tokens taken from their corpses.
  Speak with Guard Branson just across the canal should you need directions.

When you get 25 tokens, he will congratulate you with the following:

After completing the quest and taking the reward, if you talk to him again, he will reply:
