Overwhelming Despair

Effect: The moon empowers your Necromancy spells - causing them to bring Terror to your enemies. Your offensive Necromancy spells automatically apply Crushing Despair with no save.
Found on: (2) Overwhelming Despair items:

Notes: Note that the effect applied by this enchantment (called "Overwhelming Despair" in the monster's description box) is not identical to Crushing Despair - it will only apply the -2 penalty to attack rolls, saving throws, skill checks and weapon damage rolls, and this only lasts for 9 seconds regardless of caster level. The will save penalty portion of the spell is not applied at all, likely because it's an AoE effect. minor bug: The effect also appears in the monster's buff bar, not its debuff bar.
