The Harpers want you to stop The Netherese from collecting any more pieces of the Nether Scroll. Speak with Olyn Araphyr in Eveningstar to learn more.
Before you complete the quest
The Harpers have tasked you with taking back the scroll pieces the Netherese have collected. Take the High Road to The Blooded Wood and speak with the Harper agent you'll find there.
After you complete the quest
You defeated the Netherese who were trying to make off with a Nether Scroll. Return to Olyn Araphyr in Eveningstar and tell her of your deeds.
After you talk to Olyn Araphyr
Speak with Rina Belostos in Eveningstar and tell her of your victory.
