I find this effect occurs quite frequently, and can happen against foes that are otherwise immune to critical hits and precision damage, such as oozes. The listed in-game damage dice seems to be blatantly wrong; it lists 10d6 electric damage, which would imply an average damage of 35 when a foe fails the save, and 17.5 if they do. For me, the electric damage has been exclusively in the 56-58 range over about 40 occurrences. This leads me to believe that the actual damage roll is something more like 19d6.
