An end-reward item from Slavers of the Shrieking Mines in The Restless Isles chain. It is one-half of the items needed to create a Sigil of Dal Quor, which is required to enter The Twilight Forge/The Titan Awakes raids.
Note that you can run that quest, and so collect this piece, at level 7, but you must be Level 8 (or higher) to qualify for the Level 11 raid, and so be recognized to assemble the two pieces.
