You cannot cast spells that require this component if you cannot act or speak. This has no gameplay applications in DDO, as all characters can always speak and there are no effects which prevent you from doing so.

A group of enemy monsters are charmed and will fight as trusted friends and allies. Charmed monsters get additional saves every 3d6+12 seconds. A successful Will save negates this effect.

Can hit up till 6 enemies.
Likewise Negative Level, charm effect expires quickly on Epic Hard and higher difficulty (10~15 seconds).
