Certain item effects provide a percentage chance to trigger an effect on hit, regardless of whether the weapon making the hit has the enchantment or not. This includes attacks made by the other weapon while Two Weapon Fighting, or attacks made by a Throwing weapon while a bearer of this effect sits in the offhand, or even on a piece of equipment.

These range from debuffs to damage procs, but are an important part of Throwing Weapon builds, as they only receive passive benefits from their equipped offhand weapon.

Note: Imbues fill a similar role, though of course do not belong within this category.
