If you are at level 10 or higher, however, he will reply:

Bilk Howland: I have travelled long and far to find this place. I've spent decades all across Eberron learning the long dead languages of the ancients. It has all lead me to here. The book is here, I can feel with every fiber of my being.
You: What book is this?
Bilk Howland: The Tome of Untold Legends. A collection of tales from times long since lost. I heard a rumor that the Black Abbot had collected all of the stories. I am very interested in reading them.
You: Where might I find the stories that make up the tome?
Bilk Howland: They are most surely amongst the Black Abbot's most guarded possessions. They have a value beyond that of many kingdoms. While I do not have a kingdom myself, if you can find all the stories of this tome and bring them to me I can give you something of immediate use to you. In my travels I have gathered a collection of exquisite weaponry. I will let you have your pick of my best.

Talking to him after acquiring the quest, but before completion, will make he say:

When you have all tome pages in the binding, he will congratulate you with the following:

Bilk Howland: You have amassed them all. All of the untold legends in one single tome. This is truly a momentous deed. I will give you any one of my most trasured weapons in exchange.
You: I will gladly trade with you.

After completing the quest and taking the reward, if you talk to him again, he will reply:

Bilk Howland: I have travelled all over Eberron and studied for years, learning all the languages of the ancients.
