A ranger build once was popular, way back in the days of Module 1-2 era. Note that this build has nothing to do with the two-weapon fighting Tempest enhancements, which was introduced with Module 6.
Pure class, halfling (although OP revamped this build with drow), Dex-based ranger with rapiers (sword and board), favored enemy Elf and such. Since back in the days, elven guards in Tempest's Spine had significant AC and was tough to beat, this build was very viable.
