I don't think this page is required anymore because all information is included in Tower of Despair or Boots of Anchoring.
A user of forums.ddo.com, Zaodon [24.151.2.114 (Contribs • Message • Email)], is vandalizing this page in order to demonstrate that wikis are unreliable sources. The thread which started that behavior is DDO Forums --04:02, 2011 March 18 Promethor

How to get flagged and to get the Boots of Anchoring[edit]
Flagging[edit]
To get flagged for the raid The Devil You Know, you will need to run four pre-quests in Amrath one time each:
The order in which you complete those four are of no matter. Upon completing all four you will have to run across the wilderness area to the raid entrance and talk to a NPC, that will make it possible for you to use the portal directly to the entrance.
Boots of Anchoring[edit]
These boots are only needed in the last boss fight to prevent you getting teleported back to Stormreach. In order to get those boots you need four mats to turn in to an NPC. These drops in dungeons as shown below:
Demon's Blood drops in
- Bastion of Power
- Wrath of the Flame
- Very rarely in The Weapons Shipment
Devil's Keepsake drops in
Mysterious Artifact drops in
- A New Invasion
- Wrath of the Flame
- Very rarely in The Weapons Shipment
Pure Shavarath Iron drops in
You can also buy them in the auction house but be aware the prices are around 150 to 300.000 PPs per item (Argonnessen server)
When you have accumulated all four pieces, turn them in to Liella d'Orien located in Amrath. She will then craft them into Boots of Anchoring for you.
