I just pulled a +2 tome in an upgraded Orchard of the Macabre wilderness chest - so they now drop at level 15+, maybe lower (unless there is a loot bonus I'm unaware of).
This page has become less than impressive. Perhaps include the overview of each type changing the see also: link to For more information: link?
