Talk to Aurben near the marketplace bank to get your name on Captain Agamon's list.
Talk to Captain Agamon at the Falconer's Spire in the Marketplace and he will refer to Siber Atoll and send you to Reaver's Refuge. You must be at least level 13 and must have Refuge in the Storm quest flag started.
