In general:

• (Most demanding) Scales > Stone > Arrow = Chain > Shrapnel > Bone (Least demanding)

However, this isn't necessarily true, since some combinations are more worthwhile than others. For a better estimate of ingredients' relative worth, simply check the auction hall prices.
